Capstone Gets Rooming House Status at University Oaks

Developers plan to add 155 off-site parking spaces on Horning Road for 520-bedroom complex

The last of two official hurdles for the University Oaks student apartment complex on Horning Road have been cleared. The Kent Planning Commission voted 3-1 Tuesday night to approve the site plan and grant rooming and boarding house status for the 520-bedroom complex. The planning commission vote follows approval of a parking variance for the project granted Monday by the Kent Board of Zoning Appeals. The planning commission approved the rooming house status, which allows more than two unrelated tenants to live in the three-bedroom units, subject to the condition that there be no more than a 1-to-1 ratio of tenants to bedrooms throughout the complex. University Oaks gets Parking Variance

Owners of student apartment complex go to Kent Planning Commission for site plan vote tonight

The Kent Board of Zoning Appeals gave a variance to the owners of the University Oaks apartment complex Monday to allow fewer parking spots for the complex than required by city code. The zoning board voted unanimously to grant the variance, which allows the complex to have 540 parking spaces whereas city code requires 650 spaces based on the total number of bedrooms: 520. Under city code, rooming houses are required to have 1.25 parking spaces for every bedroom — thus the requirement for 520 parking spots for each bedroom plus 130 for visitors. Rooming House Request for University Oaks Delayed

Kent Planning Commission tables vote for two weeks

A request for rooming house status by the owner of the University Oaks apartment complex has been delayed for at least two weeks. The Kent Planning Commission voted Tuesday to table their decision on the request, which would change the zoning status of the Horning Road complex. The rooming house status would allow the developers to rent all three bedrooms in their three bedroom units to unrelated tenants. As it stands, the property's existing R-4 zoning status — like all residential properties in the city — does not permit renting to more than two unrelated tenants per unit. Applicant withdraws parking variance request; will return in June with new request

Whether or not a proposed project in Kent has enough parking seems to be the key question as of late for the city's planning boards. The Kent Board of Zoning Appeals listened to a parking variance request from the company turning the former Silver Oaks Place apartments into the "University Oaks" student apartments this week, but ultimately the firm asked the board to table their vote on the issue until next month after zoning board members expressed concerns over their parking proposal. Capstone Real Estate Investments initially wanted a variance from the board so that off-site parking for the apartments could be 820 feet from the property line, whereas the zoning code doesn't allow off-site parking to be more than 700 feet away. Building Permits: $150,000 Renovation of 'University Oaks' Clubhouse

The clubhouse at the former Silver Oaks Place retirement complex is getting a big face lift as developers of the complex turn it into student apartments. The city of Kent recently issued a building permit to CDC Kent LLC for renovation of the clubhouse at "University Oaks." The renovation is expected to cost $150,000, according to the building permit. The 200-plus unit apartment complex is in the midst of a massive transformation from former senior housing to student apartments. Other building permits recently issued by the city include:
