Driver Who Killed Kent State Student Could Face Manslaughter Charge

Ohio Highway Patrol recommending charges in the case

The Streetsboro man involved in Tuesday could face vehicular homicide or manslaughter charges.

Joshua T. Morris, 32, of Streetsboro, "became distracted by his cell phone and lost control of his vehicle," causing him to crash into Woodruff on Interstate 71 in Delaware County near Columbus Tuesday, according to the Delaware County Ohio Highway Patrol post.

Charges are pending review of the case by the Delaware County Prosecutor's Office, though Columbus TV station WBNS 10TV reported the highway patrol is recommending charges be filed against Morris.

Ohio Highway Patrol Lt. Kevin Knapp told the Columbus Dispatch charges likely will be brought before a Delaware County grand jury.

The Dispatch reported the Delaware County Prosecutor's Office is awaiting the crash report before deciding what charges to present. Among the options are vehicular homicide and manslaughter.

Woodruff, 19, of Loveland, northeast of Cincinnati, was on her way home for spring break .

A sophomore at , Woodruff was an intervention specialist major in the  College of Education, Health and Human Services at the Kent campus.
