Halloween was business as usual for those who ventured to downtown Kent for the city's annual, unofficial holiday celebration Saturday night.

Despite temperatures hovering around 45 degrees Fahrenheit and a constant threat of rain huge crowds packed the sidewalks, streets and bars.

While the crowds appeared docile, time will tell come Monday when arrest reports are available from the Kent Police Department. Police arrested 21 people during last year's festivities.

More than 100 officers from Kent and surrounding departments patrolled the streets to keep the peace, and extra measures were taken at the station to accomodate the expected high number of arrests.
